I noticed the other day while driving that the radiator fan was on. It seems to be on full blast too. The jeep isn't running hot at all. The temp needle never gets past half or even up to half way. When I start the jeep the fan is not on.

Then I took it to a local jeep expert ( Arabia's Overkill) and they said the winch would not affect the air circulation because its low and the bumper shouldn't either.Doing maths, the engine oil will expand by about 0.3-0.4qt between room temp and running temp. It seems that there are more complaints from owners with 12 plus 3.6 JK's running hot, but in most instances it's normal. The variable speed fan is a better set up than prior year JK's. Beginning in 2012 with the 3.6 Chrysler went to a variable speed fan, basically low-med-high. A 3.6 will usually run at 210-230 with the AC off.Normally when the fan comes on after a few seconds/minutes of starting. There is either air in the coolant lines, or a stuck thermostat. There is a bleeder valve on the top of the thermostat. You may have to remove the air intake to get at it, then use a screw driver to turn the bleeder valve to release the air until the cooler starts spitting out.
