The mod itself has a chance to spawn in vendor bots but its not super common either. I bayonet all my black powder rifles. As for The Dragon, the bayonet mod is now unobtainable and any Dragon with the bayonet on it is currently a legacy weapon.

You can put it on your weapon if you have the mod for it. The only way to craft it is by scraping the mod itself not the weapon. It is not a guaranteed unlock so you might have to scrap a few mods to unlock it. Should be able to learn any weapon MOD that is in the game. Sometimes it's like than a 1% chance to learn it though.
