The dragon claw required to start the Dragon path and the Wand for Lich are right beside each other. Retriever is just for a dagger and amulet. In Act III, after recruiting Greybor from the Half Measure Tavern in Drezen, the "Dragon Hunt" quest progresses, leading to an actual dragon chase that ends at Artisan's Tower.
